BRIEF CV OF IR. HJ. MOHD NOR @ GHAZALI BIN OMAR
Ir. Hj. Ghazali has 43 years of wide working experience in various roles and
responsibilities. During that time he has acquired vast knowledge in hydraulics,
hydrology and water resources engineering such as flood mitigation, storm water
management, rural and agricultural drainage. He was also involved in the planning,
implementation and operation of irrigation projects through his services with the
Department of Irrigation and Drainage Malaysia.
Ir. Hj. Ghazali has a Bachelors of Science (Honours) degree in civil engineering
from the University of Glasgow, Scotland (1975) and a Masters of Engineering in
Water Use Management from the University of Roorkee, India (1991). He is a
registered Professional Engineer with the Board of Engineers Malaysia and also a
Member of the Institution of Engineers, Malaysia. He is also an Executive
Committee Member of the Malaysian Hydrological Society.
He started his career in 1975 as a civil engineer in the Department of Irrigation and
Drainage Malaysia and also in a number of states in Peninsular Malaysia until 2000.
During that time he has taken on responsibility for planning, policy formulation and
management of urban and agricultural drainage projects. He was also directly
involved in the initiation of a new approach to urban storm-water management that
culminated in a new urban storm-water management manual and guidelines for
Malaysia – The Manual Saliran Mesra Alam (MASMA). He also supervised two
IRPA research projects on Urban Hydrology and Flood Forecasting Using Remote
Sensing & GIS Techniques.
From 2000 till 2005, he was the Director General of the National Hydraulics
Research Institute Malaysia (NAHRIM). In addition to providing strategic direction
and leadership for the Institute he was also responsible for supervising research and
consultancy works in hydraulics engineering, coastal engineering, water resources
assessment, water quality and environmental studies. He was also involved in the
technological development of new water engineering and hydraulic products and
related research activities.
During his term of office as Director General of National Hydraulics Research
Institute Malaysia (NAHRIM) he was personally involved in the command and
supervision of the following researches and works:-
Terengganu river mouth study – a comprehensive proposal for the river channel
excavation and construction of breakwaters to allow for uninterrupted navigation
of large fishing vessels through the river mouth. Also to provide for the safe
mooring of vessels during periods of high waves which includes dredging works.
Mangrove replanting at Kedah coast – a scheme to protect coastal erosion and
environmental enhancement by introducing near-to-nature approach and
methodology. To identify the right type of mangrove species, planting technique
and protection before the plants establish themselves.
Construction and completion of hydraulics laboratory – the laboratory is the
biggest of its kind in Malaysia. The facility includes physical modelling,
instrument evaluation, material testing and product identification.
Construction and completion of NST Integrated Agriculture Development Project
(IADP) Complex consisting of two (2) office blocks, a canteen and thirty six (36)
units of quarters class C to G.
Construction and completion of LPP office blocks, mechanical hub and stores.
Construction and completion of FAMA buildings housing cold rooms, collection
and grading facilities.
Construction and completion Pengkalan Nangka Low Weir and pump house.
